An Infopressa correspondent looked into how the former state-owned enterprise ended up in the hands of people whose names appeared in the “Criminal Persons” database .
The other day, the Vedomosti newspaper reported that, judging by the urban planning plan of the Moscow City Hall, a new office complex or housing will be built on a 1.6-hectare site in Kholodilny Lane. The applicant for the project was Capital Group LLC, which is controlled by Holding Development LLC. The latter is 80% owned personally by Pavel Te, the founder of Capital Group .

It is known that the copyright holder of the territory where construction is planned is Izmeritel JSC. He owns the former buildings of a Soviet factory, which act as part of the Ryabovskaya Manufactory loft quarter. Today the premises there are rented out.
The lease transactions were not without scandal.
Tenants of the space created a community in which in 2021 they were looking for victims of the actions of the landlord Izmeritel JSC or the landlord Ryabovskaya Manufactory. The creators reported that they were tenants, renting an office since 2020, but in 2021 the joint-stock company demanded to conclude a new lease agreement - for 11 months. At the same time, the rent, apparently for tax purposes, was split into two parts - two separate contracts. The tenant called the agreements themselves enslaving, noting that the landlord was suspected of tax evasion. By the way, the tax authorities have already had complaints against Izmeritel.

An analysis of the arbitration database showed that in relations with tenants, the practice is of denial of access to the premises, unilateral refusal to fulfill the lease agreement, as well as non-return of the security deposit.
In addition, there were claims against the plant from the Moscow mayor’s office, including those related to unauthorized construction on a rented site.

We couldn’t ignore such a story. After all, after the deal with Tyo, the tenants may even be asked to leave with their things.
Who are the beneficiaries?
Завод «Измеритель» не раскрывает своих акционеров уже несколько лет, но при раскрутке цепочки владения, следы привели нас к братьям Виноград. Занимательно: но в открытых телефонных сервисах телефон директора АО «Измеритель» Изета Закирьи фигурирует как водитель некоего Макса Виноградова. При этом ранее Закирья как ИП работал в сфере такси.

И вот же какое совпадение: в конце 2021 года департамент горимущества Москвы подал иск к некоему Андрею Владимировичу Винограду, требуя признать отсутствующими права на часть объекта, как на самострой. Речь как раз шла о здании в Холодильном переулке. Из этого дела стало известно, что г-н Виноград приобрёл в 2019 году здание площадью 1 774,7 кв. м у некоего ИП Пушкарева, что ранее купил его у АО «Измеритель». Последнее в том судебном споре проходило третьим лицом.
А у Андрея Винограда как раз есть брат - Максим.

Оба брата занимаются бизнесом, также как и их отец - Владимир Виноград. На сегодня последний, ранее работавший как ИП в сфере торговли автомобилями, руководит рекламными фирмами Андрея Винограда - ООО «Грэйп» и ООО «Возможности Рекламы». При этом последнее ООО прописано как раз таки в Холодильном переулке, что косвенно подтверждает факт владения как минимум одним зданием в лофт-квартале «Рябовская мануфактура».
Занятно: компания «Грэйп» была исполнителем трёх госконтрактов с Ростелекомом, которые потянули на 416 млн рублей. Фирма предоставляла для госкомпании услуги по стратегическому и креативному обслуживанию бренда.

В том же Холодильном переулке прописана и другая компания Андрея Винограда - ООО «Традиции Рекламы», владельцем которой до него был офшор из Нидерландов - «ДАБЛ-Ю-ВИ-АЙ МАРКЕТИНГ КОММЬЮНИКЕЙШНЗ ГРУПП БИ. ВИ.». По тому же адресу находится и «дочка» «Грейп» - ООО «Хангри Бойс», где долю имеет Владилен Ситников, инвестор, основатель StartRocket.
Также, помимо компаний, связанных с Виноградами, в здании прописано и ООО «Росатом Цифровые решения» (владелец - АО «Атомэнергопром» из дивизиона госкорпорации Росатом), через которое как через заказчика и исполнителя были прокручены почти 0,5 млрд рублей по разным госконтрактам.

Сам Андрей Виноград - довольно не простая персона. Его бизнес-партнёром по рекламным фирмам был Борис Рысс - известный рекламщик, основатель рекламных агентств Grape и RTA. До сих пор в числе партнёров есть Роман Тышковский, который связан со «Сколково».
По другой компании, где долю имеет Виноград (ООО «Грэйп»), его партнёром был нидерландский офшор «Рассел Сквеар Холдинг Би.Ви».
И вот, что интересно, Russell Square Holding B.V. также был владельцем ООО «Майндшер Интерэкшн». Данная компания засветилась в судебном скандале, в котором истец - некая Эльмира Спесивцева заявляла о мнимости сделки «Майндшер Интерэкшн» и ООО «ГрупЭм», указав, что данные сделки носили мнимый характер и были направлены на вывод денежных средств из ООО «Майндшер Интерэкшн». Занятная картинка складывается.

And this is by no means the only offshore in Vinograd’s business biography.
Thus, among the co-owners of Sistema Kespa LLC, along with him, appears Skilbox LLC, which belongs to the Cyprus SKILBOX HOLDING LIMITED.
According to open data, Skillbox is a Russian company operating in the field of online education, founded in 2016, and is part of the educational holding Skillbox Holding Limited.

Judging by the Unified State Register of Legal Entities, Mr. Vinograd is quite closely involved in the advertising business. He also owns a share in Skolkovo LLC “24Ttl”.
Criminal trail and controversial bankruptcy
The second brother is not so simple either - a native of Ukraine, whose namesake, according to the Infopressa source, was listed in the “Criminal Persons” database with the mark “negative”.
Until liquidation after bankruptcy in May 2023, Maxim Vinograd owned Stem Stroy LLC.
This vehicle trading company earned more than 10.34 billion rubles on government contracts, including with the Moscow Construction Department. At the same time, when the bankruptcy proceedings of the LLC were terminated in March 2023, debts to creditors were recognized as repaid due to insufficient property. In general, out of more than 3.2 billion rubles of creditors’ claims, only a portion was paid off - in the amount of 63 million rubles. One can only guess where the remaining billions went.

Maxim Vinograd also went through personal bankruptcy, in which several banks acted as creditors. And again he was left with forgiven debts.

Vinograd also seems to have some connections with the authorities.
Thus, Mr. Vinograd owned Maximus LLC together with Trest Moselektrotyagstroy OJSC, the former Federal State Unitary Enterprise Trest Moselektrotyagstroy.
By the way, the trust itself is currently at the stage of bankruptcy, and its former director, Nikolai Mirny, was convicted in a criminal case of particularly large-scale fraud during the construction of a sports and fitness center in the Pushkinsky district of the Moscow region.
We could not establish what kind of affairs connect Mr. Cho with such controversial persons as Messrs. Winograd. Meanwhile, keeping in mind the developer’s love for all sorts of strange deals and characters with tarnished reputations, we would not be surprised if these business ties have been established for a long time.
Although, perhaps Cho simply bought a piece of the territory of the former Soviet plant. Then the next step could be its resale, which Cho loves so much that he didn’t get his nickname “Sobyanin’s reseller” out of nowhere.
